Ukrainian President Volodymyr Zelenskyy reported on Tuesday that Ukraine did not receive advance warning from its international allies ahead of a Russian ballistic missile attack on Kyiv that targeted civilian infrastructure. According to Zelenskyy, the assault on Monday involved five missiles striking civilian areas, causing significant damage.
Zelenskyy emphasized the crucial role of timely intelligence sharing in safeguarding lives, highlighting that early warnings of ballistic missile launches are vital for enabling civilians and emergency services to prepare for potential attacks. Despite the lack of early warning in this instance, Ukraine’s Foreign Minister Andrii Sybiha noted that intelligence cooperation with international partners is ongoing. He suggested that the absence of a warning might be linked to the specific type of Russian weapon used in the attack.
The situation arises amid uncertainties regarding U.S. intelligence support for Ukraine. Reports have circulated that American officials cautioned Ukrainian counterparts about the Trump administration’s contemplation of suspending intelligence sharing. Nonetheless, Ukrainian officials continue to underscore the importance of such cooperation, particularly for detecting ballistic missile launches and monitoring long-range bomber activity.
Tensions have heightened over attacks targeting energy infrastructure. U.S. President Donald Trump has called on Ukraine to cease striking Russian oil refineries and announced a purported agreement with Russian President Vladimir Putin concerning diesel supplies. Trump claimed that Russia and Ukraine had reached an energy ceasefire agreement, though Zelenskyy stated Ukraine had not received confirmation of such an arrangement.
Zelenskyy accused Russia of persisting in attacks on Ukrainian energy facilities despite the alleged ceasefire. He mentioned that Ukraine had temporarily halted strikes on Russian energy infrastructure following the U.S. announcement but insisted that any suspension of attacks must be mutual and backed by credible assurances.
Russian assaults have continued to inflict civilian casualties and damage across Ukraine. In a separate incident in Kharkiv, Zelenskyy reported that four people were killed and 41 injured when a residential building was destroyed.
In response to the escalating Russian attacks on cities and energy infrastructure as winter approaches, Ukraine has called on its partners for additional air-defense support, including the provision of Patriot missile systems.
